Used Car Import Regulations in Russia
Only gasoline and diesel vehicles of 1,900cc or less may be exported from Japan to Russia; EVs, PHEVs and hybrids are prohibited. The recycling (scrappage) fee is high, and vehicles over 160 hp are charged the commercial rate even for personal imports.

Import Eligibility
Gasoline and diesel vehicles with a displacement of 1,900cc or less can be exported. All other vehicles (EVs, PHEVs, hybrids, vehicles over 1,900cc, etc.) are prohibited from export.
Import Duties & Taxes
Passenger cars under HS code 8703 are subject to customs duty, VAT (20%), a recycling (scrappage) fee, etc.
- The recycling fee is set high, up to approx. 1,235,200 rubles depending on displacement and vehicle age (higher for SUVs and large engines).
*EVs, PHEVs and hybrids are in principle prohibited from export.
*[Market trend] Some mild hybrids (e.g., Suzuki models with ISG) are increasingly exported on the interpretation that they fall outside the restrictions, but this carries risk depending on customs judgment.
Even for personal imports, vehicles over 160 hp no longer qualify for the preferential rate and are charged the high commercial recycling fee.
Vehicle Condition
Both new and used vehicles are permitted, subject to certain special measures.

Export certificate, commercial invoice, vehicle registration certificate, proof of purchase
EAC (Eurasian Conformity) / GOST certificate required (certifying GLONASS, safety and emission compliance)
To receive personal import preferences, document checks proving that the final buyer is an individual have become stricter.
Steering (RHD/LHD) Rules
Left-hand drive vehicles can normally be imported. Right-hand drive vehicles are subject to conditions for domestic road registration.
Shipping Methods
RORO (roll-on/roll-off) or container shipping is common, typically via St. Petersburg / Vladivostok.
Logistics via European routes such as St. Petersburg are currently disrupted.
