Used Car Import Regulations in Hong Kong
Hong Kong charges no import duty, but a high First Registration Tax (FRT) is levied at registration. Only right-hand drive vehicles can normally be registered, and emission/noise approval from the Environmental Protection Department (EPD) is required before import.

Import Eligibility
- Emissions/noise: before import, approval of compliance with the Air Pollution Control (Vehicle Design Standards) (Emission) Regulation (e.g., Euro 6 equivalent) must be obtained from the Environmental Protection Department (EPD).
- There is no statutory age limit, but in practice about 7 years is a guideline for Euro 6 compliance. Vehicles 20+ years old may qualify for relaxed standards under the classic car category.
Import Duties & Taxes
- Zero import duty (free port).
- First Registration Tax (FRT) is levied at registration (for private cars: 46% on the first HK$150,000, 86% on the next HK$150,000, 115% on the next HK$200,000 and 132% on the remainder), etc.
Vehicle Condition
Both new and used vehicles are allowed if age and emission requirements are met. Salvage vehicles require repair and additional inspection before registration.

- Import declaration (CED336), commercial invoice, B/L
- Deregistration certificate (export certificate)
- Emission/noise compliance certificate issued by EPD
- Certificate of Roadworthiness after passing inspection, etc.
Steering (RHD/LHD) Rules
Only right-hand drive vehicles can normally be registered. Left-hand drive vehicles cannot be registered except under special circumstances.
Shipping Methods
Shipping by RORO or container to Hong Kong (Kwai Chung) port is common. Both methods are officially accepted.
